On 23 June 2021, the cabinet adopted the new version of the TA Luft. From autumn 2021, it will replace the 2002 version and adapt the regulations to EU standards and the current state of the art with regard to requirements for installations requiring a permit under the Federal Immission Control Act (BImSchG). The TA Luft is thus an essential instrument for reducing emissions and immissions of air pollutants from installations requiring a permit.<\/p>\n

So far, around 50,000 plants, e.g. from metal production, the chemical industry or waste treatment, are already subject to the regulations of the BImSchG. With the new version, further areas such as biogas and shredder plants as well as factories for the production of wood pellets will be added to the list of plants requiring a permit and corresponding requirements for these plants will be defined.<\/p>\n

For large animal husbandry facilities, stricter requirements regarding ammonia and fine dust emissions come into force with the new TA Luft, in which 70 % of the ammonia and fine dust emissions of the exhaust air must be filtered in future. This is necessary because ammonia emissions contribute significantly to the overfertilisation and acidification of biotopes. Furthermore, ammonia from agriculture contributes 25 - 50 % to the load from secondary particulate matter (PM2.5).<\/p>\n

However, in order to improve animal welfare, it has been established that husbandry practices such as outdoor climate houses can be used even if they lead to higher emissions than enclosed systems. However, considerations show that due to lower temperatures in outdoor climate houses and different functional areas, lower emissions from the facilities can be expected.<\/p>\n

A new nationwide regulation for the protection of residents from disturbing odours from neighbouring plant operations was also included in TA Luft 2021.<\/p>\n
